Per https://www.ptc.com/en/support/article/CS49029:
- Select Start > All Programs > PTC > Creo Elements/Direct License Server 18.0 > Configure License Server
- InstallShield Wizard will open
- Select Next
- Make sure Modify is checked and select Next
- Select Next to skip Custom Setup
- Select Install
- The Creo Elements/Direct Licensing Configuration Client dialog box will open
- Select the License Configuration tab
- Select Create/Edit
- Windows Notepad will open with the current license configuration file
- Copy all data from the license text file sent from PTC and use the paste function to append the licenses to the existing file
- Save the file
- Select Apply
- Select Finish
- License Configuration Client dialog box will close
- Select Finish in the InstallShield Wizard
